If one does not understand what the strategy is, how could they relay it or explain it to someone else. This can either distort the message or prevent it from reaching all levels of the organization, which in either way can hurt the outcome of any project and ultimately the organizational goals as well. Often a company may choose to make such goals available on a company-wide used intranet site when everyone can access. Most importantly, all (especially higher level management) must have a clear understanding of the organization's strategy in order to relay it right - that is where the implementation of a roadmap aid comes in, which serves tow purposes of creating a clear picture and process of the strategy and makes it easier to share and explain it.
