It is true that a demonstrated commitment to securing an educational qualification, such as a high school diploma, can reflect the diligence and superior 'character' of a job applicant. Furthermore, someone without a high school diploma or GED might have basic problems reading numbers and letters, and thus would be unsuitable for the position of meter reader. Having a minimum qualification of a high school diploma seems reasonable, unless there is a training program that could screen individuals for the ability to master the basic functions of the job.

What is your opinion of Sam's effort to upgrade the people in the organization?

However, simply because certain basic educational requirements are needed to perform the functions of a particular job does not automatically mean that 'more is better.' Sam's vague sense of 'more education' making 'better readers' seems more substantiated by his feelings and desire to improve the image of the company, than a policy that will improve accuracy. Improving on-the-job training and streamlining standardized procedures might be a more effective way to meet company objectives.

Furthermore, Sam's company could be facing serious legal problems, as a result of needlessly increasing educational requirements for readers. In the "landmark Griggs v. Duke Power Co. case of 1971, the Supreme Court unanimously ruled against Duke's requirement of high school diplomas or IQ tests for those applying for unskilled jobs" (Affirmative action, 2009, Small business encyclopedia). If Sam's decision has a 'disparate impact' and makes it more difficult for members of historically-discriminated against groups to secure jobs as meter readers, there could be costly litigation and bad publicity for the company.
