Problem Identification

However, the realization of free college for all is not an easy task due to various factors, particularly macroeconomic conditions. To achieve its ambitious $1 billion goal and increase enrolment in schools, the organization needs to adopt effective approaches and initiatives. This non-profit organization experiences some challenges that could hinder its achievement of the desired goal to fund post-secondary scholarships and non-tuition fees. Some of the challenges experienced by the school create a service-learning opportunity that could be addressed through partnerships with other institutions like DePaul University. A better understanding of these challenges would help create partnerships that address the need of this non-profit organization while making positive contributions to society.
Interview Protocol
To have a better understanding of the needs or issues facing Hope Chicago in its quest to provide post-secondary scholarships and non-tuition fees, an interview with one of its leaders was conducted. An interview was conducted with the organization’s Chief Executive Officer, Janice K. Jackson. She boasts 20-year experience in educational leadership and has extensive experience in developing large-scale educational programs. Jackson was reached at 773-553-1573. The interview sought to define the problem and identify the possibility of the organization being a site for a service-learning project in the future. The following open-ended questions were used during the interview:
1. As a scholarship program serving Chicago students, what does Hope Chicago seek to achieve?
2. How does Hope Chicago seek to realize its goal of providing funding to tens of thousands of Chicago students and family members?
3. What are some of the successes Hope Chicago has had in the recent past with regards to achieving your goals?
4. What is the greatest challenge you face in your efforts to help Chicago students earn post-secondary credentials?
5. Are you open to future partnerships for a service-learning project? If yes, how do you go about such projects?
Summary of the Interview
According to Jackson, Hope Chicago seeks to eliminate financial barriers for students and families in Chicago by providing scholarships. These scholarships cover the costs of tuition, books and fees, room and board, and a yearly stipend. Through this, the organization seeks to create a model that will push policymakers toward the provision of free college for all students. By providing scholarships, this non-profit organization will help remove financial barriers for students, especially those from low-income backgrounds. Jackson notes that this is critical because the cost of college is getting out of control and leaving many students with debilitating debt. The organization has established an ambitious goal of raising and spending $1 billion over the next 10 years in order to achieve its goals. Jackson stated that Hope Chicago took inspiration from other projects like Hope Toledo and Kalamazoo Promise to create its ambitious project. By raising and spending a huge amount of money, the organization will successfully offer low-income students college money to achieve their academic goals. This will in turn have significant impacts on the community by increasing enrollment and academic achievement of many members of the community.
Since its establishment, Hope Chicago has had many successes in its efforts to provide scholarships and promote debt-free education for all students. An example of its successes occurred recently when the organization awarded debt-free college scholarships to 4000 students at five public high schools in Chicago. In addition, the organization has created partnerships with more than 23 learning institutions in Chicago to support its endeavors. Hope Chicago has also secured donations and financial support from different organizations such as BMO Financial Group, which recently donated $1 million. However, despite these successes, the organization has also experienced some challenges that threaten its ability to meet the desired goals in awarding scholarships. While Hope Chicago partners with other organizations to secure funding, it faces the challenge of obtaining more generous funding for its ambitious project. Jackson stated that the realization of this ambitious $1 billion project requires more generous funding from more partners, which is an achievable but relatively challenging task. Since the achievement of the ambitious project primarily relies on generous funding from its partners, the lack of more generous funding could threaten its realization. The emerging needs of Chicago students and families could also generate the need for more money, which is difficult to come by. Therefore, the greatest challenge facing Hope Chicago is securing more funding for its ambitious scholarship project.
Given this challenge, Hope Chicago recognizes the need for additional partners within and outside the educational sector. As a result, it is open to working with other partners in different areas and projects including in service-learning projects. Hope Chicago would follow its current model of collaborative partnerships when working with other partners in service-learning projects in the future. Based on the current model, such future partnerships would involve deploying a community of philanthropic and community stakeholders to support Hope Scholars and their families. These stakeholders would be enlisted in the partnerships in different ways including through work placement opportunities and internships.
Problem Definition
As evident in the interview findings, the greatest challenge or need for Hope Chicago is securing more generous funding for its ambitious scholarship project. Kelleher (2022) states that covering the full costs of college education for Chicago students and families including those from low-income backgrounds would take huge amounts of money than the projected $1 billion. This implies that securing more generous funding remains a major challenge and need for Hope Chicago. Given the nature of its operations, Hope Chicago needs to adopt more proactive approaches in securing partnerships with educational, non-profit, and community organizations. Hope Chicago needs to find more partner schools, providers, institutions, and community partners to generate more generous funding for its scholarship project.
Proposed Project
The proposed solution to address the problem currently facing Hope Chicago is a service-learning fundraising project. According to Strait & Nordyke (2015), service-learning has emerged as one of the contemporary educational practices that are changing the education sector. Today’s educators and learners are increasingly adopting service-learning to enable them to actively connect their learning with community issues. In essence, service-learning provides a framework for educators and learners to link learning to issues facing the community. Through this, learners identify ways to use their education as a tool for addressing challenges in the community. Moreover, service-learning provides a framework for the involvement of community members in the field of education. This implies that one of the key components of service-learning in today’s education is civic engagement. Strait & Nordyke (2015) state that the major goal of integrating civic engagement in service-learning is to create meaningful service and experience for the respective parties.
For Hope Chicago, civic engagement will play a crucial role in its efforts to reach the targeted $1 billion and obtain more generous funding for its scholarship project. According to Meyers (2009), faculty or agencies who use service-learning make the boundaries between their organizations/institutions and the neighboring community more penetrable. This is achieved through civic engagement, which essentially provides institutions or agencies the opportunities to connect with the community.
The implementation of this service-learning fundraising project for Hope Chicago will be two-fold. First, Hope Chicago should embark on measures to directly interact with local organizations/agencies and students to effect the desired change in the community. Direct interactions with students should be geared toward emphasizing the significance of service in the community and civic responsibility (Mat-jizat & Khalid, 2016). In addition, such interaction should focus on enhancing students’ awareness of their surrounding world and creating a sense of responsibility. In this case, Hope Chicago should prioritize creating awareness regarding the significance of debt-free college education. During this process, the organization will work with students to enhance community awareness of debt-free education and measures it adopts to help address the growing problem. The involvement of students in this process will help the organization enhance community awareness of the importance of providing scholarships to Chicago students and families. The enhanced awareness will help community members learn about the available range of supports and opportunities and shape their attitudes toward the realization of debt-free college education.
Secondly, Hope Chicago should focus on identifying new partners for additional financial support to reach its target. This will be achieved through community-based service-learning in which relevant stakeholders in the community are targeted for sponsorship. Roehlkepartian (2009) states that one of the benefits of community-based service-learning is new partnerships and resources. Hope Chicago would secure new partnerships and resources by embarking on community-based service-learning, which will also increase its public support and visibility in the community. As the organization increases visibility and enhances awareness of debt-free college education, it will attract a new generation of partner institutions, providers, schools, and financiers. Such collaboration would create a suitable framework for more fundraising to reach the ever-growing need for scholarships for Chicago students and families, particularly those from low-income backgrounds. This implies that community-based service learning helps to cultivate connections with new partners and community groups, which can contribute to more generous funding for Hope Chicago.
The role of an external stakeholder in this process is to provide support in the implementation of this service-learning project as part of the collaborative partnership. The external stakeholder will work with Hope Chicago in designing initiatives that promote the direct involvement of students in the community with regard to the realization of debt-free college education. In this case, the external stakeholder will collaborate with Hope Chicago to promote the adoption of an educational curriculum that supports debt-free college education in Chicago schools. The adoption of such a curriculum would provide a premise for students to directly engage in measures that enhance community awareness on this issue. Moreover, the external stakeholder would help Hope Chicago formulate collaborations with other agencies, policymakers, and others toward debt-free college education.
This service-learning fundraising project is expected to have a significant impact on the organization and the community. It is expected to enhance the organization’s ability to achieve its goals by increasing funding and the number of scholarships it offers to Chicago students and families. This implies that the success of this project will be determined by examining changes in its funding and the number of scholarships offered to students. An increase in funding and the number of scholarships offered to students would be an indicator of the project’s success.
Service-learning Opportunity
As evident in this case, Hope Chicago’s current need or challenge provides an opportunity for service-learning. The most suitable solution to address the current challenge at the organization is to embark on a service-learning fundraising project. The service-learning opportunity would help address Hope Chicago’s current need by providing a framework for collaboration with other agencies, organizations, and the community.
