History of tobacco and smoking regulation in US and Washington state

Tobacco

There are numerous legislative actions that have been addressed at the federal level. Both these laws, and the State of Washington's rules and regulations regarding tobacco and smoking present a complete overview of how this behavior is regulated.

The federal laws are numerous but there are some that stand out more than others when legislating tobacco. The Federal Trade Commission Act of 1914 prevented deception in acts of commerce which affected many of the health claims made by this industry. The Federal Cigarette Labeling and Advertising Act of 1965 required package warning lable on cigarette packages. The Public Health Cigarette Smoking Act of 1969 prohibited cigarette advertising on television and radio. The Controlled Substances Act of 1970 excluded tobacco from being a controlled substance. More recent legislation includes Public Law 100-202 passed in 1987 that banned smoking on domestic airline flights . The most recent law is the Family Smoking Prevention and Tobacco Control Act of 2009 which grants the FDA the authority to regulate tobacco products.

The Washington Clean Indoor Air Act of 1985 prohibiting smoking in public places except in designated smoking areas. The State of Washington's policies on smoking and tobacco include WAC 296-800-24010 which determines what public buildings can allow smoking on their grounds.

In 1905t he American Medical Association (AMA) began a voluntary program of drug approval that would last until 1955. In 1951 the Durham Humprhey Amendment passed which defined the kinds of drugs that cannot be used safely without medical supervision. In 1973 the U.S. Supreme Court upholds the 1962 drug effectiveness law and approves the FDA's action to control the entire class of products. In 1970 the Comprehensive Drug Abuse Prevention and Control Act was passed which is the baseline source of drug policy today. In 1988 the Omnibus Drug Act was passed which targeted drug dealers property and vehicles.

The drama Water for Elephants is an inspiring story of loss and recapturing the essence of that loss into something new. The story surrounds the character named Jacob who spends much of the movies describing his experiences as a caretaker for the many animals that are used at the circus.

Jacob explains the story in flashback form and lets the audience know about his history of joining the circus and his romance with the Marlena, the circus owner's wife. Jacob wins the adoration of his boss, August, and his wife after he heals Silver, a popular horse in the circus. Later, however, Silver does not take to the healing and Jacob must euthanize the animal. The owner forbids this and threatens Jacob with violence.
