In the situation of Far West community project, the evaluation method must be an inbuilt process and not an occasional thing since this project deals with progressive impact of the education project. There will be use of the qualitative and quantitative approaches of evaluation of this education project.

The qualitative approach in this case will be appropriate since it deals with the community members and the changes in the quality of education that is the final target. To measure the extent of reception of the project among the locals and the possibility of it having a long-term impact, there will be utilization of the qualitative evaluation approach.

The quantitative approach will be equally important since the number of people enrolling and the number who successfully go through the entire system period among other numerical considerations will be of great significance hence the adoption of the qualitative approach will ensure this numerical data collection and analysis is achieved.

Evaluation in this case will be more than just collection of information from the project as it commences and in the course of the progress. It will involve serious reflection on the information that has been collected. For the Far West community project, there are some pertinent questions that will guide the evaluation process as what is the purpose of the evaluation? What is it that wants to be known from the evaluation? What is the intended use of the information? (Ellen T., 1996). These will be evaluated in various steps in the context of the program that is intended within the far West community since it deals with a very special mix of targeted audience, being that those to benefit from the program come from varied backgrounds and have varying levels of educational levels and the only common feature seems to be the limited English proficiency.

What is to be evaluated?

The evaluation of the project will not only focus on the levels of reception of the project, but also on the extent of the impact that the project will have on the far West community as well as the most affordable and sustainable means of propelling the project in the long-term basis. The project evaluation will also have the numerical approach where it will be studied on the basis of how many people will be benefiting from the project per year. The evaluation will also look into the behavioral changes as concerns academics that shall have taken place after the commencement of the project.

What is the purpose of the evaluation?

The evaluation is targeted at creating a greater understanding of the entire project as in progresses so that better methods are adopted each day. The evaluation will also help in informing the management of the entire project in respect to the positive steps and achievements as well as the areas that need improvements. The evaluation aims as well at improving the teaching of English as a second language to the immigrant population. The evaluation will also be specific and instrumental in answering the pertinent questions that may be raised by the funders of the project and the government monitoring agencies. It will also be the purpose of the evaluation to indicate whether the cost of the project is worth it.

Who will use the evaluation and how?

The evaluation will be utilized by the administration of the project to know the direction to take with the project. The evaluation will also be utilized by the participants in the project, i.e. The teachers as well as the students involved. The evaluation report will also be used by the project grantors in knowing the direction of the program and knowing where their money is put in and where they need to channel more cash towards.

Evaluation methods to be used

Document review: this will involve collection of relevant literature from the various sources and articles that deal with the implementation of education programs that have been there in the past. This is an appropriate means of getting information on how the previous successful and failed projects were implemented so that an analytical comparison is made.

Observation: is yet another method that will be used in the evaluation process as this gives the visual changes that shall be witnessed in the process of the implementation of the project among the far West community members and this is both among those participating in the project and those not participating. This method is good for this project as it will give the immediate impression of how the project is being implemented.
