The Department of Transportation also operates the Pipeline and Hazardous Materials Safety Administration. These homeland security entities help prevent disaster and provide protocols for response. However, pipeline security requires astute public-private partnerships. According to the TSA, virtually all of the country's critical pipeline infrastructure is owned and operated by private entities. Pipeline security is therefore a matter of financial importance to industry stakeholders, but it is also integral to national security and environmental integrity.

Scale and Vulnerability of the Pipeline Network

Pipelines transport about 75% of all crude oil, 65% of refined petroleum products, natural gas, and other liquids in the United States. The full extent of the pipeline network in the United States — including pipelines connecting extraction facilities to processing facilities — currently runs to approximately 170,000 miles. Most critical pipelines are subterranean, which warrants unique approaches to both safety and security.

Although generally safe, the pipeline infrastructure in the United States remains vulnerable to a range of potential problems, including natural disasters, cyber threats to critical management infrastructure, pipe and materials corrosion, mechanical failures, systems failure, human error, and terrorist attacks. Construction work and theft are also security threats to the pipeline industry. Even burrowing animals may threaten the structural integrity of pipelines.

Threats to Pipeline Safety and Security

Breaches to pipeline safety or security, when they do occur, cause a number of serious problems, including human fatalities. The energy industry and other stakeholders are well aware of the financial costs associated with pipeline disasters. There have been a string of incidents over the last few decades that have drawn significant attention to the need for increased safety and security measures across the network.

Threat levels tend to be higher in developing nations than they are domestically, especially with regard to deliberate tampering, theft, and terrorism. The TSA and Department of Homeland Security have no jurisdiction over these international areas, which warrants increased transnational private protection services. The diversity of threats — ranging from environmental hazards to sophisticated cyberattacks — means that no single approach can adequately address the full scope of pipeline vulnerability.

Pipeline security often starts with equipment manufacturers. Regulation of the pipeline manufacturing industry is an express role of the Department of Transportation. The Department of Energy monitors the actual supply of oil and gas and can therefore play a role in leak detection and breach identification. Perceived malicious threats are treated as criminal behaviors, enabling the FBI to assert jurisdiction over them.

The effects of pipeline breaches are collective public safety and national security issues, but the responsibility for maintaining pipeline security continues to rest largely with private entities. Government oversight has been generally adequate but has occasionally been disorganized or insufficient to address the full diversity of issues and stakeholders involved. The infrastructure is itself diverse, encompassing a wide range of pipe technologies and management equipment. Regular screenings, continual surveillance, and digital monitoring are cornerstones of effective pipeline security — and their integration through well-coordinated public-private partnerships remains the most promising path forward.
