The cost to developers to hire experts in tax laws, federal laws, and other laws is expensive. Politically, there are always reasons for local and state agencies to feel bitter about federal law. Local and state builders and developers often feel resentful at having to abide by federal law, and having to spend state money mandated by federal requirements.
