Officer Jones is under a lot of stress working two jobs, and it is unfortunate that he would need to moonlight. However, his sleeping on the job severely impairs his ability to serve and protect. His behavior could cause serious injury or even fatality.
2. The first course of action would be to talk frankly with Officer Jones. If he is in financial straits we might be able to recommend more sensible ways for him to get his finances together. We do need to emphasize the seriousness of his situation and make it clear that sleeping on the job is unacceptable. Helping Officer Jones rearrange his schedule or in some way helping him manage his time better might be helpful too. Otherwise, we might have to ask Officer Jones to choose between his work as a police officer and his hobby as a fitness instructor and body builder.
