To fully exploit the scope of this discovery, Human Genome Project was launched that again had few supporters and numerous opponents. The general public, not aware of the deeper scientific reasons behind launching of this project, staunchly opposed it and yet there were some big names in the field who not only backed the program but also tried to raise awareness regarding its numerous benefits. One such person is James D. Watson, whose impressive credentials and long list of services in the field put him in an enviable position to carry put the task. This helps in setting the tone of the essay which focuses on the positive side of the Human Genome project. The author is already aware of the position that he enjoys and therefore he knows that he has his audience's attention. All he needs to do is maintain a firm grip on their attention while building their interest in the project. Without mincing words, he takes a position on this issue by declaring "human genome project is a glorious goal." Now there is no ambiguity in audience's minds regarding the stance of the author.
Once he has made it clear what his position is, the author wants his audience to now why they should be interested in the project too.
