Regardless of the individual views, Karmen must act in a fair and reasonable manner -- he must exhibit leadership that deals with the issue, not the person, making it quite clear that rules apply to everyone, Hobson included. To let an ethical breach occur and ignore it because the person at fault is vocal and disagreeable allows behavior to exist because it is uncomfortable to remedy it. If there is no clause in the by-laws, then Karmen should institute steps to introduce such verbiage and have the by-laws rewritten. In any case, at the next meeting he should introduce the situation to Hobson in a calm and reasonable manner indicating that while they all have individual opinions, as elected officials, they have a greater responsibility to the community to act...

If Karman has the majority of the Board behind him and is certain that everything is legal and ethical he will have little to worry about with Hobson, who will of course try to make trouble over the issue, perhaps even trying to incite opinion against Karmen in the community. What needs to be made clear to Hobson is that he is not being censured as a person or community member -- he is free to act, criticize, complain, etc. As a private citizen -- but he cannot use his office with the Board to bully his way into an office or threaten complaints. Most reasonable members of the community would support such a decision. If Hobson continues to flagrantly ignore the by-laws and requests of the Board, a vote should be taken to have him removed. This will probably not be necessary as it seems Hobson enjoys the limelight and ability to lecture and opine about community situations.
