People must have confidence that it will defend the public interest, since representative democracy rests on officials and the trust they provoke (Bowman, 1990). To act morally in the public service environment means making sure that the consequences of the public services are not harmful to others, or to put it more optimistically, making sure that public service activities add to the individual well being of others and of societies overall. This entire concept though depends on the slow creation of a political and public climate favoring fairness, honesty, a sense of accountability and responsibility, and the preservation of a high degree of ethical and moral standards in the public sector.
