Sam is not promotable until he develops an effective method of multitasking. At present, he merely moves from crisis to crisis, putting out fires when they arise. He is a likeable individual who relates well to others as is evidenced in his ability to prevent the workers at one plant from unionizing and also the fact that he is a family man. He also has good ideas, like his Management by Objectives Program, and his plans simplifying the employee's record system. But these long-standing objectives constantly get stymied by poor planning. Sam only addresses immediate concerns during his work day, and has no time to devote to his long-term plans, because he cannot effectively organize his time or set concrete goals with a realistic timeframe.

Sam is clearly ambitious, as is evident by his frustration with the fact that his job is not creative enough. He is able to analyze problems, like the problems with the inefficiencies in the record system. However, he needs to include time in his day to address long-range management objectives, as well as deal with the inevitable problems that come up over the course of an ordinary workday. Also, he needs to schedule different, less important events on different days than his more important events. In the day described in his scenario, too many things were slotted into his schedule to cope with over a single day. Then, when additional problems began to emerge, he was unable to cope with them effectively. Sam was evidently so overwhelmed that he did not even realize equally pressing problems that had come up, like the confidential employee files that were exposed. This is another persistent concern that should be addressed, and slotted into his long-range plans.

Sam is busy, and he accomplishes the bare minimum to get work done for a day, and he may 'get away' with this for awhile longer, but eventually it will catch up with him, and his career.
