Army Regulation 600-20 Command and the different Army Responsibilities

Command aspects of medical care

It will be necessary for a Soldier at AD or ADT to submit to medical care which is important for the survival of his or her life, lessen excessive suffering, or secure or preserve the health of others. The examination of any Soldier may be ordered by Commanders when necessary. It will be decided by the medical treatment facility (MTF) commander whether the hospitalization of the Soldier is appropriate. Emergency medical care that is necessary to save the life, fitness, or aptness for duty of the Soldier may be executed. The attending physician determines this. If the Soldier should decline treatment required, and the unit commander is not present, the hospital commander may demand the treatment given. It will be made sure by the Commanders that Soldiers are educated about the significance behind both regular and theater-specific or threat-specific military inoculation principles. Immunizations that are required by AR 40-562 or other lawful ordinance may be given obligatorily. The purpose of this authorization is to ensure that the health and overall effectiveness of the command, as well as the soldiers who reject submission to endorsed medical care will be passed on to a medical care.

If Soldiers refuse to defer to dental care and/or X-ray procedures considered compulsory by the installation dental surgeon for creating dental record and panographic records of the oral dentition, they will be passed on to a medical board (Headquarters & Headquarters, Department of the Army, n.d.).

The medical board proceeding's report will display the requirement and threat of the suggested medical care refused by the Soldier. Furthermore, it will show that the Soldier was presented the opportunity to show up in person and will specify whether the soldier's condition allowed appearing. It will be shown by the report that the soldier was given the chance to opportunity a written statement for the explanation of the basis on which he or she refused. If any statement was submitted, it will be delivered with the report. If any soldiers are considered to be inept, they will be helped by the demonstrative who may appear on their part. It is not necessary for the demonstrative to be lawfully qualified. The Soldier will be educated of the accepted conclusions and instructed whether the board has decided that the suggested medical care is required to secure the Soldier's well-being, guard the health of others and empower the soldier to accomplish his or her duties appropriately (Headquarters & Headquarters, Department of the Army, n.d.).

It must be also stated by the board findings that the suggested care will have a beneficial effect. The soldiers must be handed over the results of the board proceedings and given the chance to accept the recommended medical care as per the results of the medical board proceedings. The MTF commander will direct the medical board proceedings to HQDA (DASG -- HS -- AS), 5109 Leesburg Pike, Falls Church, VA 22041 -- 3258 for review, if the soldier does not accept. The TSG will refer to the medical board proceedings to the DCS, G-1 for review and a recommended judgment before taking any action when the reason to refuse to submit to the prescribed medical care is based on religion.

The TSG will return the proceedings to the MTF commander either after accepting or rejecting the medical board proceedings. The soldier is again presented the opportunity to accept treatment if TSG commends the medical board proceedings. If the Soldier continues to refuse to take medical care, the MTF commander in refusing the medical care, the MTF commander mentions the issue to the proper Special Court-Martial Convening Authority. Replicas of the medical board proceedings are delivered. If the Special Court-Martial Convening Authority commands the Soldier to comply with the treatment and the Soldier does not obey (Headquarters & Headquarters, Department of the Army, n.d.).

Command

Command is implemented by advantage of office and the special obligation of members of the United States Armed Forces who have the military grade who are qualified to implement command. Thus, a commander is an appointed or WO who implement principal command power over a military union or approved or regional area that under relevant official directives is known as a "command." The freedom to command is not limited only by branch of Service except as indicated in chapter 2. A civilian may not implement any orders. The basic factors of command are power and accountability. Formal authority for command is originated from the strategies, processes, and standards presented in chapters 1 through 3.

This marks the borders within which command will be implemented and lays the foundation for social and liability relationships within the command. Soldiers' professional development is the responsibility of the commanders. The commanders boost self-study, expert development, and continued growth of their assistants' military careers (Headquarters & Headquarters, Department of the Army, n.d.).
An optimistic atmosphere is stimulated by commanders and other leaders who are sincere to the professional Army ethic. The loyalty of the soldiers is earned by the leaders if they show loyalty towards the Army, the nation and to their soldiers as well. An energetic and positive command atmosphere is produced by the leaders if they consider their soldiers' needs and show concern for their well-being as well as displaying true concern towards them. Performance which is compliant and organized is a duty. Soldiers who are responsible fulfill the tasks assigned to them, grab opportunities to improve themselves, and take responsibility from their seniors.

Soldiers, leader and led alike, work in collaboration to complete the mission rather than nourish their self-interest (Headquarters & Headquarters, Department of the Army, n.d.).

Truthfulness is a manner of life. Established integrity is the basis for reliable, consistent evidence, assessment, and allocation of authority.

Competent leaders will grow reverence for their authority by struggling to develop, sustain, and use the maximum variety of human potential in their organization.

This potential is a serious aspect to ensure that the organization is proficient to fulfill its mission. Giving troops beneficial information on the prerequisite for and resolution of military discipline.

Articles in the Uniform Code of Military Justice (UCMJ) that need description will be offered in such a way to ensure that Soldiers are fully aware of the duties enforced on them by the military Service. Training the soldiers properly and making sure that both soldiers and the equipment are enthusiastic all the time. The command climate should be tested by the commanders to examine the human aspect of battle keenness. The healthy leadership climate that has been developed by the commanders must help the soldiers to accomplish their mission by means of unit cohesion. Individual readiness of the soldiers is enhanced by the leaders as they develop competence and confidence in the assistants. Soldiers must have confidence in themselves, their ammunition, their friends, and their leaders along with being mentally, physically, strategically and technically competent. A leadership climate where all soldiers are treated with justice and equality will be important for the development of confidence within soldiers. It is the responsibility of the commanders to develop well-organized and interconnected units maintained at the highest keenness level that is possible (Headquarters & Headquarters, Department of the Army, n.d.).

All commanding officers and others in authority in the Army need to show in themselves a good example of quality, righteousness, loyalty, and relegation, be alert in studying the behavior of all persons who are placed under their command, guard against and overpower all immoral and corrupt practices, and to correct, according to the laws and regulations of the Army, all persons who are shamefaced, take all compulsory and appropriate actions, under the laws, regulations, and values of the Army, and stimulate and defend the confidence, the physical well-being, and the general safety of the officers and recruited persons under their command or charge. Soldiers are appointed to stations or units where their services needed. The commanding officer then allots suitable duties (Headquarters & Headquarters, Department of the Army, n.d.).

Army and Marine Corps military police, Air Force security police, as well as members of the Navy and Coast Guard shore patrols are official and ordered to arrest Armed Forces members who pledge crimes punishable in the UCMJ. WOs, Officers, NCOs, as well as, petty officers of the Armed Forces are certified and engaged to suppress all arguments, fights, and complaints among persons subject to military law and to detain participants.
