Surprisingly the issue contradicts the fundamental ethical and moral practices conveyed by the parents to their children. According to the ruling of the Vermont's Supreme Court, the schools established in the posh locality have been asked to share their property-tax revenue with other schools based in substandard areas. The ruling of the Supreme Court has received condemnation from the representatives of the elite authorities, which have claimed their sole rights over the revenue, however their claims have been refuted in accordance with the interpretation of the Act 60, 'which is aimed at correcting the disparities in school spending between wealthy towns and less fortunate ones'. The traces of the issue were initially identified in 1970, and have been reported in different states of America. The poor parents and school districts supported the schools established in the low-class locality, and filed successful suits to achieve revised funding plans. The morale of the low-class parents was boosted when in 1989, the Supreme Court declared the state's funding system unconstitutional, and recommended revisions and modifications. The Vermont Supreme Court has taken a bold initiative and has recommended the state for the adoption of the equity by the creation of the statewide property tax, and further ensures that the levies are shared and distributed in transparent manner.

Diana Jean in her article titled Program on vouchers Draws Minority Support, the author has revealed that the quality of the education imparted by the public schools, particularly those based in lower-class locality has deteriorated significantly, and therefore the poor families are compelled to attend Catholic schools which offer qualitative standards, and impart analytical and critical sense in the students. The students who have underwent such transition from public school to catholic school have revealed that in the case of former, the teachers were least interested and motivated towards the participation and performance of the students, however in the case of latter, the teachers are highly enthusiastic towards the contribution and performance delivered by the students. The dearth of resources in library and classrooms in the public schools was revealed to the author.
This is the reflection of the fact that the nation's first federal voucher program has provided relief and options to the students belonging to the low-class families to learn from schools of qualitative standards, as compare to the public institutions. The author has revealed that African-Americans have welcomed such reforms introduced by the Republicans, and the response of the public towards the policy was so great that the African-American democratic leaders had to support the Republican for the approval and execution of the program. Unfortunately the voucher program has been compared with the school-choice programs; such schemes have diminished the significance of the neighborhood schools. However the program has also been widely condemned as has been regarded as a source of exploitation of the frustration and anxiety of the minority parents for the promotion and implementation of their political agenda. Such scheme has criticized because its implementation offers subsidization to the private schools; rather the major requirement i.e. The development of the standards of the public schools is ignored and avoided. The minority have appreciated the voucher program, and it is believed that the consequences of the national policy are distant ripples; the voucher program has offer them an escape from the nation's most dysfunctional public school systems, and has offered provisions for improved and qualitative educations through varied sources.
The issues pertaining to the substandard education imparted by the public schools require continuous monitoring i.e. The evaluation is performed on periodic basis to ascertain the success on the account of each transition. It is recommended that the public schooling system shall hibernate and emerge after undergoing the sequences of assimilation, adjustment, access and achievement. The focus of the public school shall be to serve the social and psychological needs of the children, and their abilities and interests shall be evaluated on periodic basis. It has been observed that in the contemporary standards, such practices are either discouraged or ignored by the teachers due to the lack of enthusiasm. The public schools are under liability to offer better access to education, and the programs offered by the schools shall specifically serve the needs and requirements of the diversified population. The services of the public schools shall be of equal standards for all, and no difference shall be made among the students on moral, ethnic, racial and financial grounds. The public school shall focus upon incorporation of the provisions aimed at the enhancement of the academic performance through different approaches i.e. school restructuring, privatization, and standards-based reform. The schools shall undertake continuous challenges of contemporary education, which includes the impact of family and community on the academic success of the students.
The NO CHILD LEFT BEHIND (NCLB) ACT of 2001 is the federal law aimed at the improvement of the education for the students, irrespective of their social, cultural, economic and demographic affiliation. The law has been approved to offer flexibility and choices to the parents; the law accounts the school responsible for the performance of the students, and ensures the promotion of the effective and efficient teaching methodologies. The law has approved the funding towards the incorporation of the provisions aimed at improving the teaching and learning for the students, in particular those affiliated with the economically disadvantaged communities.
