The biggest criticism with this plan is that: the federal government is taking a larger portion of GCT revenue than they should. This is problematic, because many of the states believe that the federal government is not entitled to any of the GCT revenue that they earn. The first proposal of a 50% co sharing arrangement was completely rejected. However, the plan of having the federal government receiving 30% is being more accepted. This is troubling, due to the fact that many state officials have stated that 30% of GCT revenues going to the federal government are too much (with many claiming that it would damage co operative federalism). In this aspect, the biggest challenge to the plan will be the fact that the federal government is receiving 30% of GCT revenues.
