Through case studies of the International Federation of Red Cross and Red Crescent Societies, Volunteers of America, and the Salvation Army, the paper demonstrates how NGOs provide critical humanitarian support. The analysis then examines New Jersey's coastal evacuation routes and the structures of county-level emergency management offices, identifying both strengths in coordinated preparedness efforts and weaknesses in public information dissemination.
