It also boasts some of the most innovative researchers and physicians in the country. However, the walls are peeling, much of the equipment is outdated, and staff morale is low. As the consultant project manager, the focus of this plan is on identifying and replacing outdated equipment while raising the required funds through appropriate strategies.

The purpose of the Hospital Equipment Upgrade (HEU) Project Management Plan (PMP) is to identify all outdated equipment in the target hospital, develop a plan for replacing that equipment, and identify the sources of funds required for this purpose.

Executive Summary and Project Charter

Hospitals in the United States lose a total of $8.3 billion per year because of older and outdated communication methods and technology, according to a study published by the Ponemon Institute and Imprivata (Healthcare Business, 2013). The primary causes of those losses were decreased productivity among doctors and nurses and longer patient stays. Healthcare providers today have access to more electronic patient information, which should make it easier to share data within and outside the hospital to improve care quality and speed up care delivery. Among the clinicians surveyed, each wasted an average of 45 minutes per day due to outdated communication technology. This problem extends beyond communication equipment and affects all categories of outdated equipment used in hospitals. Outdated technology is estimated to cause as much as 35% waste in healthcare, occurring in areas such as increased downtime, higher maintenance costs, and reduced productivity (Lee, 2016).

The objective of this project is to systematically identify equipment in the hospital environment that can be upgraded to achieve the greatest impact on patient outcomes at the least cost to the hospital. The goals are to improve patient outcomes, increase productivity, and boost staff morale while maintaining or reducing current expenses. Key stakeholders include the hospital Medical Director (MD), the project manager, members of staff, and the general public who receive care at the hospital.

The primary constraint is funding for the project. Because of the hospital's current financial distress, the funding structure adopted will have a significant impact on the level of success achieved. Additionally, low staff morale may affect the project, as staff members play a central role in identifying the equipment most likely to improve patient outcomes.

Scope Management

To ensure this project does not overlap with other ongoing hospital initiatives, it will address only the following activities:

Project deployment will involve replacing equipment with minimal disruption to normal hospital operations, followed by testing to confirm that new equipment functions as intended and achieves the desired outcomes.

To manage changes in project definition, scope, or approach, all requested changes must be reviewed and approved by both the project manager and the project owner when those changes would cause up to a 15% increase in time or cost relative to the original plan. For changes resulting in less than a 15% increase, either the project owner or manager may provide approval. In the event that consensus cannot be reached between the project owner and manager, a third party — a high-level staff member or senior consultant — will be consulted for a deciding vote.

Funding Sources and Strategies

The following funding sources have been selected based on two primary criteria: how quickly the funds can be raised and put to use, and whether the funds are tax-exempt. Because of the short project timeframe, fundraising has been selected as the preferred approach, as it can be planned, organized, and concluded quickly and can continue even after project completion. Because the hospital is already near bankruptcy, tax-exempt funding sources are essential — the majority of the funds identified below come from developmental sources and are therefore tax-free.

Grateful patients are among the primary sources of charitable support for most hospitals. However, their giving potential varies depending on the hospital's patient population (for instance, hospitals serving inner-city areas may primarily treat patients with limited income and assets). All approaches must comply with HIPAA regulations concerning patient privacy. The following approaches will be used to identify, cultivate, and solicit grateful patients:
