The link between the community of natural philosophers and the royal figures who offered them patronage was a close one, grounded in what monarchs identified as state interest.
The 17th century marks a defining shift from the earlier centuries — one in which scientific and technological progress begins to significantly factor into military and political successes across Europe. Discoveries in the scientific sphere tended to affect outcomes on the battlefield, as well as the development of technologies that helped the state perform more effectively in economic terms. In many European states of the 17th century, the state was embodied in the royal figure, and as such there was a direct link between the monarch and the natural philosopher: the former sponsored the latter in hope of the future profits that new discoveries would indirectly bring.
From this perspective, the shift of the 17th century also implied a change in the attitude of royal patrons toward natural philosophers. In previous centuries, patronage had been directed more toward the humanities and the arts — often less controversial subjects in a deeply religious society. In the 17th century, patronage began to cover the field of natural philosophy as well, as society gradually grew more tolerant toward the sciences and came to better understand the advantages science could offer in improving state fortunes.
Royal Patronage in France: Louis XIV and the Academy of Sciences
Perhaps the link between royal power and natural philosophy is nowhere as powerful and obvious as in 17th-century France, notably during its second half and the reign of Louis XIV. As in the British case, an overarching institution was created under royal patronage to advance and promote natural philosophy and scientific discovery. This was the Royal Academy of Sciences, established in 1666. However, the royal patronage over natural philosophers in France went much further than this. Many natural philosophers, as well as technical and technological innovators — not necessarily the same class, but basing their activity on the work of natural philosophers — were integrated into different bureaus within the French administration, where they put their knowledge to use in the service of the state and, thereby, of their royal patron. Among these bureaus were the Bureau of Maps and Plans, created in 1696, and the Service of Fortifications.
The royal patronage in France became institutionalized and regulated during the period when Colbert served as Louis XIV's minister. This institutionalization meant both that natural philosophers received pensions and that their activity would be guided and directed toward serving the interests of the state. Colbert created "pensions for sixteen to eighteen scientists" (Saunders, 1984). Out of this contingent, roughly half worked in mathematics and astronomy, while the other half employed themselves in studying anatomy, chemistry, or botany.
Colbert, Louvois, and the Direction of Scientific Research
As noted above, the direction of study for natural philosophers was often determined by the immediate and direct interests of the state. In the case of France under Colbert's leadership, the immediate interest was the development of the navy, so that France could rival Britain and Holland for supremacy of the seas and, more notably, for the economic and commercial advantages that derived from such a position. Since one of "the principal obstacle[s] to open-sea shipping was the inability to calculate longitudes with less than one degree of error" (Saunders, 1984), natural philosophers were tasked with identifying the means by which this problem could be corrected.
The perspective of the protectors also determined the outcome of research conducted within the Academy. Louvois, who succeeded Colbert as the king's minister, shifted the research focus away from the areas previously mentioned and toward botany and the study of natural sciences more broadly. This was partly because Louvois had less interest than Colbert in developing a commercial framework based on external trade and naval power; instead, he directed attention toward the army and the means by which its effectiveness could be improved, particularly in the field of fortress construction.
Conclusion: Comparing Models of Royal Patronage
This paper has examined the different forms of royal patronage extended to natural philosophers in 17th-century Europe. While the basic institutional format was similar across cases — an overarching framework in the form of an academy where natural philosophers were encouraged to meet and discuss matters of shared interest — the manner in which royal patronage manifested itself differed significantly between countries. France relied on the direct involvement of royal power, either through the King or his ministers, while Britain offered a more formal but limited royal patronage that encouraged the Society's activity without sponsoring or financing it. This difference also meant that in France, research was directed toward studies that could directly serve the state, while in Britain the Society's agenda was far less subject to royal direction.
