It also analyzes the degree to which Alabama residents and local government were prepared for such an event — and what would need to change should a disaster of equal or greater magnitude occur in the future.

Natural disasters are mostly unforeseen, and when they strike the results are fatal, accompanied by massive destruction of property and infrastructure. Although warning systems exist, the public is rarely adequately prepared for the effects or the magnitude of any natural disaster. This was precisely the situation Alabama faced when a tornado swept through the region from April 25–28, 2011, bringing devastating destruction in its wake.

Morbidity and Mortality of the Tuscaloosa Tornado

The tornado tore through six states, destroying property and leaving death in its wake. National Geographic News (2011) reports that the tornado registered as an F5 storm on the Fujita Scale, with wind speeds in excess of 260 miles per hour. It is categorized as an unusual tornado because it sustained its strength over an abnormally long distance — estimated at over 300 miles — which is not typical for tornadoes.

The Tuscaloosa twister swept through six states: Alabama, Arkansas, Mississippi, Georgia, and Tennessee, killing 338 people as documented by the CDC (2012). It was categorized as the third deadliest tornado in American history, an alarming statistic given the advanced warning systems, tornado detection technology, and wide media coverage available at the time. The CDC attributes this high death toll partly to the average age of the victims — approximately 55 years — which made it more difficult for them to move out of the storm's path in time. Additionally, 26.6% of the 338 fatalities involved people who were in mobile homes, which offered little protection. A striking 89.5% of the deaths were linked to F4 or F5 tornado conditions during this event, indicating that the majority of victims never successfully evacuated the tornado's path.

Among all six affected states, Alabama suffered the greatest impact. Vital infrastructure in Tuscaloosa was destroyed, with more than 7,000 buildings damaged statewide. Approximately 10% of local businesses in Tuscaloosa were shuttered — roughly 650 of the city's 6,200 businesses. These businesses employed 7,200 people, representing an annual payroll of approximately $270 million that would no longer be realized (Copeland, 2011).

Local, State, and Federal Response

The response of local government, state agencies, and federal agencies to the tornado was generally impressive. It was widely noted that lessons learned from the Hurricane Katrina tragedy and the BP oil spill had left lasting impressions on the operational systems of various government agencies. The president arrived barely 40 hours after the disaster — a record response time compared to the 12-day delay before he responded to the BP oil spill in the Gulf of Mexico. By the Thursday evening following the disaster, the president had already signed a disaster declaration, and FEMA had established liaison officers in Alabama, Georgia, Kentucky, Mississippi, and Tennessee by Friday to expedite recovery efforts (The New York Times, 2011).

According to the Tornado Recovery Action Council of Alabama (2012), Governor Robert Bentley reacted swiftly to the disaster and appointed a 19-member team — known as the Tornado Recovery Action Council — to assist with rescue and recovery efforts. The same report notes that Alabama Power responded promptly to the widespread power outages by installing 6,000 distribution poles and placing well over 4 million feet of wire within the first seven days after the disaster.
