Introduction

Since the tragic events of September 11, 2001, aviation security has come under intense scrutiny from the public as well as government agencies. Many efforts to improve security have been implemented over the intervening years. Despite these efforts, numerous unresolved issues remain regarding passenger safety and privacy. Notable areas examined in this report include employee training, scanner accuracy, the intrusiveness of scanners and human screeners, and the use of air marshals. Suggestions for improvements in aviation security are also detailed.

Employee Training

The Transportation Security Administration (TSA) is responsible for training airport security screeners. The TSA is currently examining its employee training practices and has stated that modifications will soon follow. Concern over the quality of screener training is further demonstrated by a report issued by the United States Department of Homeland Security (McCarley et al.).

The TSA has undertaken several initiatives to measure the performance of passenger screeners in detecting threat objects. In July 2003, the TSA completed a study of its passenger screening system, which identified numerous performance deficiencies, including inadequate staffing and poor supervision of screeners. These deficiencies were caused by a lack of skills and knowledge, low motivation, an ineffective work environment, and a lack of incentives. In response to this study, the TSA developed an action plan that identified key steps to strengthen screener performance. These actions built on several initiatives already underway, including enhanced training for screeners and supervisors, completion of a "Threat Image Projection" system installation, and the introduction of annual recertifications for screeners. While the TSA has made progress in each of these areas, it has collected only limited data on the performance of its baggage screening operations.

Scanner Accuracy

The TSA has attempted to improve screening operations for checked baggage but cannot screen all checked baggage with explosive detection systems due to limited funding, a shortage of trained staff, and equipment repair needs. In the absence of 100% explosive detection screening, the TSA must resort to alternate methods, such as K-9 units and manual bag searches. The TSA is also increasing covert testing of passenger and baggage scanners, in which undercover agents attempt to pass threat objects through screening checkpoints in order to identify systematic problems affecting machine performance.

Undercover tests of aviation screening operations have repeatedly revealed widespread problems, raising concerns that explosives and weapons may be transported into airport sterile areas and checked baggage systems. Covert tests of TSA screeners and equipment were conducted at hundreds of airports across the country from July to November 2003. Since those tests, the TSA has significantly enhanced its training, technology, and tactics to maximize the likelihood that explosives and prohibited items are detected before they can be brought aboard an aircraft.

Conclusion

Aviation security has increased remarkably in the years since September 11, 2001. However, considerable improvements must still be made to maximize passenger safety and privacy. Progress has been hindered by limited funding and unrealistic timelines for implementing new guidelines. Government spending on aviation security should be increased, and human screeners should be adequately trained and paid wages sufficient to reduce high turnover rates. New technology, such as backscatter X-ray, should be implemented to improve the accuracy of screening systems. Finally, armed air marshals pose certain risks to passenger safety and should ultimately be replaced by comprehensive crew self-defense training and the implementation of remote aircraft control capabilities for air traffic controllers on the ground.
