The DHS has also had to architect it systems that overcome bureaucratic inertia and protecting bureaucracy instead of flattening it (Larson (2004), pp. 29). Having had to streamline not just their own structure but the integration points with many other departments and divisions also shows how unique their cross-functional structure is (Mitchell (2003), p. 18). Using the lessons learned of organizational structure efficiencies and dynamics of cross-functional performance in more expanded areas could solve the impasse on budgeting within the broader U.S. government...
There is also the potential to combine the technologies the DHS continues to refine and use for better management of counterterrorism to better understand how the financial services industry created the mortgage crisis to begin with.
