During the fiscal year 2005 independent financial auditors reported that there were serious financial reporting difficulties for S&T that included "serious difficulties maintaining accurate financial records"; and moreover, the GAO has identified the same kinds of problems in 2007. So given that series of flaws, and the overall shaky management structure of DHS and S&T within the DHS, one can only conclude that the citizens of the U.S. should not feel safe, because they probably are not being protected as well as they could be.
