" But that said, it is unfortunate, according to the report card, that "...in spite of its mandate in the Homeland Security Act, neither the national policy nor the strategic plan...has been produced." During the fiscal year 2005 independent financial auditors reported that there were serious financial reporting difficulties for S&T that included "serious difficulties maintaining accurate financial records"; and moreover, the GAO has identified the same kinds of problems in 2007. So given that series of flaws, and the overall shaky management structure of DHS and S&T within the DHS, one can only conclude that the citizens of the U.S. should not feel safe, because they probably are not being protected as well as they could be.
