¶ … Attitudes, and Personality The recent changes in the economic situation have affected all governmental organizations, which includes justice agencies. For this reason as a chief of police, I am expected to come up with a plan that involves implementing cuts in personnel, programs, and equipment. Currently there are one hundred and fifteen sworn officers and twenty civilian staff employed. This number has to be reduced to only five sworn officers and ten of the civilian officers have to be laid off.
At the same time, there are no funds for new programs and equipment. This means that I have to come up with a well thought of plan that will make it possible to carry out these cuts successfully. My plan will involve the steps I will take to carry out these personnel, programs and equipment cuts. The first thing is the identification of the personnel that are going to be laid off.
I will identify them by carrying out an employee appraisal whereby I will identify the performance of each of the employees. A careful analysis of how each of these employees will help in establishing the poor performers and the ones who are performing well. This will be the first step where I will eliminate most of the workers. The workers whose performance falls below a certain mark are the ones that will first on the list.
After this, the second step will be establishing the usefulness of an employee; unfortunately, there are some employees who are more useful than others are. This might be due to their job function whereby some job functions are less useful within the organization or because of a workers personality. There are some of the workers who can be more willing to take additional tasks beyond their job descriptions. These are certainly the ones that I will consider.
This is because with the cuts there is going to be so much work hence those who I am left with have to be willing to carry put the extra load of work. The other thing that I will put into consideration is the skill of employees. I will look out for the employees that have unique skills and leave out those that have skills, which can be duplicated by other officers.
This is because one with unique skills can be able to carry out different tasks that were carried out by other employees effectively. Finally, I will consider when the employees were hired. In most cases, the newly hired workers are the ones that are let go first since they will have contributed less to the organization. With this in place, I will be able to effectively carry out personnel cuts and reduce the number of employees to one that the organization is able to support (Nolo.com, 2009).
The next thing to carry out cuts will be on the programs. With lack of funds to support new programs, I will ensure that, only important programs remain while I do away with others. There is no need to have many programs, which the organization is not able to support. Therefore, I will make sure that I reduce the number of programs and only remain with few that the organization will be able to manage with ease.
Another thing is doing away with recreational or entertainment programs and only remaining with the programs that are important for the development of the organization. If any program is not helping the organization or impacting it positively then it means that it is not important and hence the organization can do without. The last thing I would perform cuts on is the equipment. There is a lot of equipment that is used within the organization.
While others are important and the organization cannot do without the organization can do without others. With lack of funds for acquisition of equipment, it means that the employees will have to do with the equipment that is already available. If equipment has to be purchased it has to be a very important one, one that the organization cannot do without.
These cuts are likely to have a great impact on the organization because it is not easy to adjust from such a large number of personnel to a very low number. There is going to be a lot of work within the organization since the number of employees has reduced. This means that the organization has to have in place a strategy of dealing with these changes. One way of dealing with these changes is merging of departments and duties.
This will mean that more tasks will have to be executed by a fewer people than it was initially done. I will be confronted with several ethical issues when it comes to selecting the personnel who will be cut. The fact that a civilian staff member is married to my sister would be quite challenging since it would be unethical not to lay him off on this grounds. Secondly there would be various external and internal influences that can be presented in the process.
The internal influences include problems of choosing those to lay off when it comes to my friends and family members.
