Emergency Operations Centers and Exercises
Balajee et al. (2017) state that emergency preparedness and response have become necessary for every country given the increased vulnerability to natural disasters and other emergencies. Given the significance of emergency preparedness and management, emergency operations centers (EOCs) are considered critical components in emergency management (Katz & Banaski, 2019). EOCs are used for multiagency coordination and response to all kinds of emergencies including disease outbreaks and natural disasters. The World Health Organization (2015) defines an EOC as a physical location for the coordination of information and resources to support emergency response and management activities. These centers are either established as temporary facilities or permanent ones depending on the specific objectives to be achieved. In essence, EOCs are critical locations and hubs for strategic decision-making relating to emergencies such as public health crises (World Health Organization, 2017).

In addition, these centers are established to help acquire, organize, and deliver resources to emergency sites as well as share emergency-related information with the public. The ultimate goal of these centers is to increase capabilities and capacities in emergency response and management. As part of enhancing emergency management capabilities and capacities, EOCs conduct various exercises. These exercises are carried out to assess an EOCs ability to respond to potential emergencies rapidly and effectively. The inclusion of all partners helps to enhance effectiveness in the coordination of emergency response and management activities. In addition, this also helps to lessen duplication of effort and exercise burden in emergency management. The use of EOC exercises in DC is fueled by the belief that effective emergency management operations cannot be achieved in a vacuum. These exercises provide a suitable platform for coordination and emergency planning within the District.
