Measuring Outcomes

When implementing a strategic plan, it is important to be able to measure outcomes. This provides the organization with a sense of how effective the plan has been. This paper will discuss ways for Scottsdale Police Department to measure outcomes.

There are a number of ways to measure the outcomes of the Scottsdale Police Department’s strategic plan. One approach would be to track changes in crime rates over time. Another would be to survey the community to gauge perceptions of public safety. Additionally, the department could track measures such as response times and clearance rates. By tracking these various indicators, the department would be able to get a sense of whether or not the strategic plan is having its desired effect. This data could then be used to make necessary adjustments to ensure that the plan is achieving its goals.

The stages of plan implementation as described in the strategic plan are the following: 1) Enhance public trust, 2) Strengthen partnerships, 3) foster innovation and 4) build organizational excellence. In order to achieve these objectives, the SPD should:

1. focus on building public trust by enhancing transparency and community engagement. This will include regular public meetings to provide updates on the department\\\\\\\'s progress, as well as soliciting input from community members on departmental policies and procedures.

2. focus on strengthening partnerships with other agencies and organizations. This will involve establishing formal agreements with local businesses and government agencies, as well as developing community-oriented policing initiatives.

3. focus on fostering innovation within the department. This will include exploring new technologies and approaches to crime prevention, as well as encouraging creativity and out-of-the-box thinking among department employees.

4. focus on building organizational excellence. This will involve implementing performance-based accountability measures, providing training and development opportunities for employees, and promoting healthy work-life balance practices.

Stakeholders (external and internal) involved in the process are officers and employees of the SPD (internal) as well as members of the community (external). Officers and employees will be tasked with executing for the SPD the steps above; community members will be needed for feedback and input.

Measures will include community satisfaction (obtained through surveys, focus groups, and phone interviews), crime rates (obtained through arrest reports, incident reports, and 911 calls), SPD community ranking (obtained via social media), and internal quality reports (obtained through referrals to Internal Affairs, complaints, etc). These measures were chosen because they address each of the four steps of the plan.
