¶ … multinational command structure with command relationships for the coalition forces to defend Azerbaijan. The three countries involved in this multinational operation are the United States, England and Turkey. The purpose of this mission is to defend Azerbaijan against Ahuristan. The United States is the lead and multinational force commander on this mission. That being said, the other two countries are agreeing to this mission only under a tactical control structure. With this in mind, the following multinational command relationship is proposed for the mission.

As can be seen, this mission will be primarily a parallel command. The only difference being that the United States remain in primary command. The reason for this placement is that the United Stats is offering the most troops for the mission and that the mission cannot start without the approval of the United States.

From that point, the control of the operation switches to TACON with Turkey, England, and the United States being equal parts in making the decisions regarding strategy and deployment. This arrangement is essential as required by each country. In order for any troops to be deployed, all three nations must coordinate their effort and reach a unanimous strategy. Once this unanimous strategy is reached, a united troop effort will go out.

Justification

While unconventional, this approach is necessary to ensure the full cooperation and trust of all three forces involved in the operation. There are many constraints placed on the United States in this operation. The primary constraint is the requirement of the other countries that TACON authority be utilized. Second, there has not been an order passed by any authority for force to be used. That means that the entire operation must await to go ahead of the United States.

The advantages to my proposed solution are immense. It enables the countries to work together in creating every portion of the strategy. History has shown that such an approach aids in ensuring full engagement by all the countries. Secondly, the commanders can be free to coordinate the measures while awaiting the final approval of the United States, giving time for proper trust and relationships to form.

The greatest disadvantage to this strategy is the possibility that the coalition leaders will not form the necessary relationship and strategies will break down.
