The topics before the Organization for Security and Co-Operation in Europe (OSCE) are: Combating Human Trafficking; Supporting Post-Conflict Stabilization and Institution- Building in Kyrgyzstan; and Energy Supply as a Factor of Instability. Greece is dedicated to assisting the OCSE to combat human trafficking, to supporting OCSE initiatives to stabilize and build democratic institutions in Kyrgyzstan, and I. Combating Human Trafficking
As a committed member of the United Nations and the European Union, Greece supports the objectives outlined by both organizations to combat human trafficking. . Accordingly in an effort to combat human trafficking, Greece has increased its efforts to disrupt major human smuggling rings and arrest the individuals involved, and coordinated these efforts with similar efforts by both the European Union and the United Nations. The delegation from Greece signals that its enforcement has been stepped up, which is reflected in the increased number of cases. In an effort to combat human trafficking in the future, Greece firmly believes that it is necessary that enforcement be maintained at least at present levels. In this regard, Greece endorses the provisions of the Palermo Convention. We believe that the best available method for combating the contributions that organized crime has made to human trafficking is through the cooperation of the international community. We also agree with the Palermo Convention that the present human trafficking industry operates across sovereign state borders and that the individuals involved in such activities use this to their advantage. Thus, the Greek delegation calls upon OSCE member states to cooperate as dictated by the Palermo Convention, and voluntarily surrender some of their sovereignty to effectively prosecute human traffickers Greece also pledges to vigorously support OCSE anti-trafficking efforts by instituting national programs that prevent the proliferation of human trafficking activities within its borders; by protecting the rights of the victims before and after trafficking; and by actively seeking the prosecution of the individuals found to be Greece is also committed to cooperating with the OSCE in implementing its Action Plan for Combating Human Trafficking of Children. We adopt the multidimensional approach suggested by the Plan and feel that the Plan provides the most effective method for dealing with the political, economic, legal, and educational aspects of human trafficking. . Greece will attempt to increase its policing of trafficking activities; to provide the victims of trafficking with necessary counseling and with the services necessary for their reintegration into society; and to cooperate with the United Nations in implementing the Recommended Principles and Guidelines on Human Rights and Human Trafficking that provide further protection for the victims of trafficking. Greece endorses the OSCE's position on human trafficking by implementing their approach. The three p's (prevention, protection, and prosecution) that form the essence of the OSCE's approach have been incorporated into Greece's comprehensive anti-trafficking program
II. Supporting post conflict stabilization and institution building in Kyrgyzstan
The Oslo Declaration of 2010 sets forward the standard for addressing the political situation in Kyrgyzstan. Greece supports the provisions outlined in the Oslo Declaration and, by doing so, stresses the continued need for support of the Provisional Government of Kyrgyzstan. This support will hopefully result in political stability, legal reform, free elections, economic development, and energy and border security. Greece will also cooperate with the United Nations, the European Union, and the Council of Europe to bring stability to Kyrgyzstan.
The OSCE has adopted the provisions of the Ministerial Declaration of the Corfu Process as a method of promoting security among its various members. Kyrgyzstan is a member of the OSCE and it is important that the goals of the Corfu process be provided Kyrgyzstan. These goals include conflict prevention, institution building, political monitoring, and/or reporting within Kyrgyzstan's borders. Greece, which was instrumental in the formulation of the Corfu Process, endorses the principles and practical methods endorsed by the OSCE to implement these goals.
