This research proposal investigates municipal policies affecting charter school establishment in Richmond, Virginia. Despite Virginia legalizing charter schools in 1998, only three such schools exist statewide, suggesting significant structural and policy barriers. The paper outlines a qualitative research design aimed at identifying existing policies governing public and charter schools in Richmond, examining how other municipalities have successfully supported charter school growth, and proposing concrete policy reforms to reduce barriers. Data will be gathered from primary and secondary sources, including public records and academic literature, and analyzed through qualitative case-study methods.
Charter schools have been a contentious topic throughout the United States for several decades. The legislature in the state of Virginia passed laws allowing and supporting charter schools beginning in 1998, though as of now only three charter schools exist in the state. With state legalization of charter schools, efforts at the local level are now key to actually establishing more such schools. Policy in the City of Richmond has not been especially conducive to the establishment of charter schools, and reform of this city's policies regarding charter schools could lead to an increased number of schools being established both in the municipality and statewide.
Knowledge regarding policies that support the practical success of charter schools must be gathered and related to current policies in the City of Richmond, Virginia. The research will identify current policies and potential reforms regarding charter schools in the City of Richmond.
