Introduction

Sustainability has become a major issue within an increasingly globalized business environment. Consumers are now demanding that governments and businesses ensure resources are preserved in such a manner that future generations can benefit from them. This represents a stark departure from popular sentiments just a few decades ago, when the prevailing economic theory postulated that businesses existed solely to maximize shareholder wealth. Under that view, since shareholders provided the majority of capital and bore most of the financial risk of failure, the rewards should flow primarily to them. However, this thinking has shifted to encompass environmental, social, and governance (ESG) standards aimed at creating a more sustainable operating environment. These standards are based on the premise that business has an obligation not only to its shareholders but also to its community, employees, and society overall. This shift in mindset has allowed society, business, and government to work together to provide more sustainable products and solutions for consumers (Anja, 2018).

This concept of sustainability has manifested itself in many emerging industries, such as renewable energy, the electrification of vehicles, and the reduction of carbon emissions. Each of these areas requires government investment through financial incentives — for example, tax credits in the electric vehicle market and public-private partnerships in the renewable energy sector. These elements help create solutions that are mutually beneficial for all stakeholders involved, and they form the foundation of a circular economy (Ahmed, 2021).

As it directly relates to food waste and food loss, agricultural initiatives are becoming increasingly important, particularly as population growth and societal demands continue to rise. As a result, a large number of investments are required to create a circular economy centered on food. For example, infrastructure investments will be needed to ensure that consumers in developing countries have adequate means of reaching markets. Likewise, innovations that improve overall crop yields will also be necessary. These innovations span three primary categories: environmental quality, agricultural productivity, and socio-economic viability. Each of these elements is an integral part of the overall circular economy as it relates to food waste (Anna, 2021).

Core Concepts of the Circular Economy

According to the Ellen MacArthur Foundation, a circular economy is a system of processes and behaviors designed to increase sustainability. These activities often include recycling, refurbishing, reusing, and sharing materials and products. The objective is to minimize harm to the planet by utilizing resources for as long as possible while remaining mindful of productivity (Rizos, 2017).

A circular economy leverages various inputs across the value chain, and these inputs can have a dramatic impact on its overall output and success. For example, inefficient farmers using outdated methods can cause lower crop yields, which in turn affect all other elements of the value chain, including distribution, product pricing, and carbon emissions. Every stage of the value chain should therefore be enhanced through sustainability initiatives. The farmer, for example, should recycle used products or materials during the production process. Distributors should use reusable or recycled packaging to deliver products to stores. Stores should source a portion of their energy from renewable sources. Grocery delivery services should utilize electric vehicles to reduce carbon emissions. Finally, consumers should recycle packaging once groceries are consumed. At each stage of the value chain, every participant engages in sustainable behavior that helps preserve natural resources (Juana, 2018).

By leveraging the value chain described above, food loss and waste are substantially mitigated. Each participant looks to reduce the impacts of both production and consumption. Waste is avoided through proper design and implementation at each stage of the chain. Food spoilage, for example, is reduced through sustainable initiatives that increase crop yields. Food resources that are not utilized are re-integrated back into the value chain in a circular fashion, ensuring that resources are continually reused throughout the process (Armand, 2020).

A circular economy is particularly relevant to food waste and loss, given that nearly one-third of the world's food is lost or wasted each year. This represents an enormous opportunity for a circular economy to better conserve and re-integrate these resources into society. As it relates to a circular economy, food loss refers to the decline in food quality due to the behaviors of participants throughout the value chain — a broad definition that can apply to any participant who discards or disposes of food without re-entering it into the circular economy. Food waste is similar but focuses on reductions in quality at the retail, food service, and consumer levels. This can include food that does not conform to optimal standards of size, food that is near its expiration date, or food left unused in the kitchens and pantries of consumers (Haradhan, 2020).

To mitigate food waste and food loss, circular economies play a very significant role in achieving sustainable development goals. The reduction of waste and loss allows more resources to be conserved, thereby reducing society's reliance on extracting more natural resources than it otherwise needs. Likewise, it reduces society's dependence on these resources and the environmental destruction that occurs in gathering them (Mohajan, 2020).
