These essential public services — water, sanitation, health, and education — are the keys to transforming the lives of people dwelling in poverty. The development of robust public services accessible to everyone is not a new idea; it is, in fact, the foundation upon which the current societies of wealthy nations have been built. Recently, remarkable progress has been observed in developing nations that have followed suit. The goal of every nation should be to make poverty a thing of the past. Today, living without these most basic human rights is viewed as a disgrace; however, millions of families still do (Emmett, Duncan Green, Aikman, Kamal-Yanni, & Smyth, 2006).

The renewed emphasis on infrastructure in Africa is particularly important, since Africa currently trails behind other regions of the globe in network infrastructure service coverage. The majority of nations in Central Asia and Eastern Europe have achieved near-universal access, so that policy discussions there focus on improving service quality rather than expanding reach. The Middle East, North Africa, and Latin America follow closely behind. With regard to gross national income (GNI), Africa is most comparable to South Asia among other world regions. Rates of population growth and urbanization are, however, the highest in Africa, which leads to rapidly increasing infrastructure demands at the household level compared to South Asia. Generally, Africa lags behind other parts of the world in the provision of improved sanitation and water services. When it comes to fixed and mobile phone coverage, Africa is ahead of South Asia, reflecting the rapid spread of cellular networks, services, and users (Banerjee, Diallo, Foster, & Wodon, 2009).

Review of Infrastructure Coverage Trends

Household surveys have long been used to estimate inequality and poverty trends, as well as educational and health indicators. They have not, however, been used to the same degree to track trends in coverage of or access to modern infrastructure services, including household electricity coverage. Nonetheless, there has been modest progress in flush toilet coverage over the last decade. Coverage of piped water has declined, while coverage of landline and cellular telephone services has risen rapidly. The decline in piped water access occurred primarily in urban areas, even as infrastructure coverage in rural Africa remained steady or improved. Coverage of all four services for the poorest households remains nearly out of reach. If business continues as usual, it would take a considerably extended period to achieve broadly shared or universal coverage even in nations where overall coverage is improving. These findings point to the urgent need for increased efforts by international communities and governments to expand access to modern infrastructure services across Africa (Banerjee, Diallo, Foster, & Wodon, 2009).

A visit to government departments is often a trying experience, characterized by heavy paperwork, long queues, limited space, bureaucracy, and considerable frustration. Rising citizen expectations and constantly changing rules and regulations place governments under pressure to deliver services in a timely and high-quality manner (Nkwe, 2012). To assess the performance of developing-nation governments, Oxfam has developed an Essential Services Index. It grades nations across four social dimensions — education, child survival rates, access to safe water, and access to good health — and compares their performance relative to per-capita national income. The assessment reveals that certain governments have consistently performed above expectations given their resource levels.

Service Delivery in Africa

According to Afrobarometer, which offers policy-makers important empirical evidence, one key area of service delivery data is a series of characteristics collected for every census enumerator area (EA) — the smallest administrative unit used by national censuses, typically encompassing a few hundred households. A team of four field workers and a field supervisor jointly assess these characteristics; once determined, the characteristics are recorded on all questionnaires distributed within that EA.

The findings indicate that African governments, in cooperation with international donors and agencies, and in some cases with private organizations, have managed to establish local community schools within easy walking distance for 9 out of 10 residents across the 20 nations included in Round 4 of the Afrobarometer survey. About two-thirds of Africans live near markets and areas with cell phone service. About half live in EAs with access to piped water and electricity systems. Approximately one quarter live in areas served by a sewerage system or a post office (Afrobarometer, 2010).

Using Botswana as a case study, 99% of urban EAs have access to piped water, while in rural areas the figure is 90%. Urban EAs have 100% access to electricity grids, while in rural areas the figure drops to 65% (Afrobarometer, 2010). In Afrobarometer field surveys, the most commonly found public services in surveyed communities are public schools, electricity grids, cell phone networks, and piped water systems. By contrast, post offices, tarred roads, sewage systems, police stations, and health clinics are the least commonly available services (Afrobarometer, 2014).
