~8 min read 6 sections Business · Expansion Plan
Abstract

This business report develops a recruiting plan strategy for HR management and organizational leaders at Fleet, Farm and Home (FFH) as the company considers expansion into three midwestern U.S. cities: Ottumwa, Iowa; Ottawa, Illinois; and Grand Island, Nebraska. The report compares each location's population, unemployment rates, median incomes, and educational attainment levels. It also examines federal and state labor laws that would affect FFH's hiring practices, reviews resources and strategies for recruiting minority candidates, and concludes with a location recommendation supported by demographic and economic rationale. Grand Island, Nebraska is identified as the optimal expansion site.

What makes this paper effective

  • Organizes complex comparative data (population, unemployment, income, education) into clearly labeled bullet-point lists that make location-by-location analysis easy to follow.
  • Grounds recommendations in a mix of federal labor law, state-specific regulations, and peer-reviewed research, demonstrating awareness of the real-world legal environment for HR decision-making.
  • Concludes with a clearly stated, data-supported recommendation that ties back to the company's stated staffing priorities, giving the report a practical, business-oriented payoff.

Key academic technique demonstrated

The paper demonstrates applied comparative analysis: it gathers parallel data points across three candidate locations, evaluates each dimension (demographic, economic, legal, diversity-related) systematically, and synthesizes findings into a single actionable recommendation. This structure mirrors a professional business report format used in HR and management consulting contexts.

Structure breakdown

The report opens with a framing introduction, moves into a data-heavy comparative section organized by metric (population, unemployment, income, education, and other relevant details), then addresses legal compliance requirements at both federal and state levels. A dedicated section covers minority recruiting resources backed by two scholarly sources. The final analytical section delivers and justifies the location recommendation, followed by an annotated list of key sources and a full reference list.

Introduction

Today, the labor market in the United States is challenged on numerous fronts, including most especially the scarcity of talented and motivated employees. To address the current situation, the purpose of this project is to develop a business report on a recruiting plan strategy for HR management and organizational leaders supporting the expansion of Fleet, Farm and Home (FFH) (hereinafter alternatively "the company"), with a specific focus on three potential future locations in the midwestern United States: Ottumwa, Iowa; Ottawa, Illinois; and Grand Island, Nebraska. A comparison of the respective labor markets, unemployment rates, median incomes, and educational levels for these locations is followed by other relevant data as appropriate. In addition, an assessment of the laws that impact FFH's recruiting strategy is followed by an analysis of the resources that will be required for recruiting minorities. Finally, this report provides a recommendation for the optimal location for FFH's expansion plans together with supporting rationale.

Comparison of the Labor Markets for Each Selected Location

According to the U.S. Census Bureau's QuickFacts, the educational attainment levels for residents aged 25 and over in each city are as follows (U.S. Census Bureau, 2022):

Laws That Impact FFH's Recruiting Strategy

The company's recruiting strategy for any of the new locations of interest is impacted by a number of labor laws. These include generally the Fourteenth Amendment as well as specific federal laws such as the Immigration and Nationality Act, the Family and Medical Leave Act, the Americans with Disabilities Act, the Fair Labor Standards Act, Title VII of the Civil Rights Act, the Privacy Act of 1974, the Patient Protection and Affordable Care Act, the National Labor Relations Act, and the Age Discrimination in Employment Act, as well as rules promulgated by the Equal Employment Opportunity Commission (Summary of the Major Laws of the Department of Labor, 2022).

In addition, each of the selected potential locations has state-level labor laws that must be followed, including the following:
