With improvements in technology, even more people have received convictions, swelling the number of individuals behind prison walls. Persistent overcrowding has repeatedly prompted the use of alternative forms of correction — most notably increased paroles and probation — as a means of reducing congestion.

The challenges the criminal justice system has faced over the years have driven a broader initiative to incorporate technology into everyday operations. The use of technology in criminal justice has been geared toward three overlapping goals: bringing safety to the public, clamping down on offenders, and decongesting prisons. In general, technology is meant to aid the efficient functioning of the criminal justice system within the United States.

This paper focuses on the technological changes and improvements that have helped entrench the objectives of criminal justice, and that have expedited the delivery of justice to citizens. The central argument is that new technological improvements within the criminal justice system have produced significant gains in the criminal justice process — enabling the dispensing of cases in a safer environment and with greater accuracy than was possible a decade ago.

GPS Monitoring and Location-Based Tools

There has been increasing public concern over parolees, sex offenders, and probationers committing crimes while out of incarceration. This criticism prompted the emergence of the GPS leg monitor, a device designed to reveal the wearer's position in real time. This technology enables the implementation of safety measures and the prevention of recidivism or re-offending. Data collected by the monitors can also be used as evidence in court if the offender commits a subsequent crime (Navaro R., 2007). GPS systems have additionally enabled police to pursue criminals from a distance, maintaining an accurate fix on their location without endangering officers' lives.

Police vehicles are also fitted with GPS devices so that command centers always know their location. This allows dispatch to assign the nearest vehicle to a crime scene as quickly as possible, simultaneously improving response times and officer safety.

Databases, Biometrics, and Fingerprint Technology

Another major technological development that has improved the criminal justice system is the use of computer databases to store information on individual citizens, including crime records, fingerprints, photographs, DNA, and other critical data. This has helped investigators match evidence collected from crime scenes to possible offenders far more quickly than before (Lazer D., 2015). Databases are not used solely for domestic records; they also contain information on foreign individuals and organizations with security connections of interest to the United States — such as terror groups — thereby serving a national defense function as well.

Unlike decades past when information was difficult to access, current databases have made the justice system universally accessible. Law enforcement agencies and legal professionals can now quickly and affordably retrieve information, making it easier to establish connections between people and events. This accessibility has contributed to lower crime rates compared to the 1960s.

The development of database technology also drove corresponding improvements in fingerprinting. Image-enhancing systems now make prints far clearer, biometric equipment analyzes fingerprints more efficiently, and officers can collect prints in the field using technology that integrates directly with databases. These advances collectively strengthen the criminal justice system's ability to identify and prosecute offenders (Richard S., n.d.).

Rapid identification technology builds further on these capabilities. When a driver or pedestrian is stopped, law enforcement can immediately access that individual's history, records, and photograph through online databases — even if the person does not have identification on them. Officers can collect biometric data, including fingerprints or a photo, and check it instantly against the FBI's Next Generation Identification (NGI) criminal database. If the individual has a prior criminal record, outstanding warrants, or unmet legal obligations, that information appears immediately with full name, address, and relevant history (FBI, 2015).

The fact that technology is and will continue to be part of the criminal justice system is not in question. The various ways in which technology helps in gathering, accessing, and processing data cannot be undermined. It is essential that more criminal justice agencies and bodies embrace technology and keep improving their systems. As technology develops, so too do the challenges it brings — including deliberate interference with digital infrastructure — making continuous investment in both technology and cybersecurity a fundamental obligation of the modern criminal justice system.
