Career Development and HR Impact on Local Government Performance

~5 min read 5 sections Government · Public Management
Abstract

This paper examines the relationship between career development, human resource management, and organizational performance in local government administration. Drawing primarily on Ahmed and Ke's (2016) study, the paper reviews how aligning HR activities with organizational goals can enhance performance outcomes. The analysis evaluates a regression-based study of 154 survey respondents, identifying a positive correlation (r = 0.658) between HR support and performance. The paper also critiques the study's methodological limitations — including convenience sampling, a small sample size, and the exclusion of temporal factors — by referencing supplementary research from LeRoux and Pandey (2011) and Gerrish (2014), ultimately arguing that the findings cannot be universally generalized.

Key Takeaways
  • Introduction: Introduces primary article and supplementary sources
  • Human Resource Management and Organizational Goals: HR alignment with organizational goals and mutual influences
  • Research Design and Findings: Study methodology, regression results, and three hypotheses
  • Critiques and Limitations: Sampling flaws, missing variables, and methodological weaknesses
  • Conclusion: Findings insufficient for universal generalization

What makes this paper effective

  • The paper clearly frames its analytical purpose upfront by positioning career development as an independent variable and performance as the dependent variable, giving the argument a structured empirical foundation.
  • It balances summary with critique — rather than simply reporting Ahmed and Ke's findings, the student actively challenges them using two additional peer-reviewed sources, demonstrating critical engagement with the literature.
  • The critique section is methodologically grounded, targeting specific weaknesses such as sampling strategy, sample size, and the absence of longitudinal data, which shows awareness of research design principles.

Key academic technique demonstrated

This paper demonstrates effective use of comparative source analysis: the student uses LeRoux and Pandey (2011) and Gerrish (2014) not merely as supplementary sources but as direct counterweights to the primary study's claims and methodology. This technique — selecting sources whose findings or methods expose a primary source's gaps — is a hallmark of strong undergraduate critical analysis in social science disciplines.

Structure breakdown

The paper follows a four-part structure: a brief introduction that identifies the primary source and scope; an analytical section summarizing the study's methodology and findings; a critique section that challenges the study on sampling, scope, and methodology; and a concluding paragraph that synthesizes the limitations. The abstract functions as a standalone summary of both content and conclusions.

Introduction

Multiple factors affect the career development and performance of local administration, often depending on the nature of the human resource environment. This paper analyzes "Human Resource Management: Employees Career Development Impact on Organizational Performance" by Ahmed and Ke (2016) to demonstrate the influences on local government administration. To better understand the procedures and analysis used in that article, the discussion is supported by two additional studies.

Human Resource Management and Organizational Goals

Human resource management helps in matching employee careers with an organization's goals (Ahmed & Ke, 2016, p. 1). It emphasizes how HR activities should be aligned so that their effects are reflected in organizational performance. These activities shape the administration's responses, and the actions taken by the administration in turn affect human resources — making the influences mutual. There is therefore a need to synchronize the requirements of each stakeholder for overall performance improvement.

The research by Ahmed and Ke focused on three dimensions: the relationship between performance and human resource management, the factors considered when developing human resources, and the evaluation of employees based on their career needs. Together, these dimensions illustrate how career development functions as a driver of administrative effectiveness in public-sector contexts.

Research Design and Findings

The study population consisted of long-term and permanent employees, whose contributions can be more readily evaluated over time. Data were collected using questionnaires covering multiple levels on a 4–5 point Likert scale, as well as dichotomous questions — 250 questions in total, with 26 measurable elements. The response rate was 60%, yielding 154 usable questionnaires. Bias was reduced by integrating respondents from both public and private sectors.

Upon applying regression analysis to the independent and dependent variables, a linear association was established to show the effects of human resource management on performance qualities. A positive coefficient of 0.658 was generated, indicating a positive relationship between human resource management — specifically career development and advancement — and organizational performance. This suggests that when employees are offered adequate support from the administration, performance improves. In keeping with these results, three hypotheses were established: first, that career development and human resource management have a positive relationship; second, that organizational performance and human resource management have a positive relationship; and third, that career development increases organizational performance (Ahmed & Ke, 2016, pp. 3–4).

Conclusion

The research provided information that applies to a small sample size or a specific organization but cannot provide universal guidelines on the influences of career development on local administration performance qualities. The regression method, which produces a linear relationship, was chosen for convenience given the characteristics of the selected sample. Applying a different analytical approach — such as the meta-analysis method used by Gerrish — could yield different, non-linear outcomes. Lastly, the aspect of time, which is paramount in any meaningful assessment of career development and performance, was not considered. Accordingly, the research is insufficient in fully addressing the relationship between human resources and performance qualities in local government administration.
