When Risk Outweighs Capability

In a Highly Reliability Organization (HRO), when risk outweighs capability, imbalances may occur owing to unbalanced scales that result to system failure. In essence, when an organization lacks sufficient capability to alleviate the threats they face, then imbalances are created leading to adverse consequences. For instance, HRO may face political, social, safety, and financial consequences. In addition to the said consequences, an organization may also face other consequences related to changes in public demand. The potential cost of the said changes in demand may be adverse.

Relationship between Expectation and Consequences

Expectations and Consequences are some of the interacting forces that determine a systems reliability. The said factors happens to be a strong motivating factors in situations where the behavior of the operating environment is shaped by external political influence. Therefore, there exists a relationship between expectations and consequences given that not all expectations are equal. For this reason, a fall in a systems expectations leads to increased weight of expectations. As a result, the consequence of not meeting the said expectations also increases owing to additional costs and delays.

Relationship between Resources and Expectations

It is important to note that an organization would only be able to meet its goals and objectives if it has adequate resources. Therefore, if an organization had its budget cut by 50%, the said organization has to emphasize on efficiency so as to ensure reliability. In such a situation, it would be prudent for managers in such organizations to adapt diverse operational aspects in order to maintain an equilibrium of systems.

Relationship between Risk factors and Competence Factors

Risk factors are largely affected by competence factors. A case in point is when NASA organization faced the Challenger disaster. NASA was unable to realize the benefit of experiences owing to persistent atrophy of competence. To correct such situations - where competence factors are adversely affected by risk factors there would be need to outsource so as to reduce costs. On this front, operational costs can be reduced and time constraints minimized.
