Early scientific management methods were also implemented outside of manufacturing — notably in the railroads. The rational standardization of work espoused by scientific management allows both the worker and the employer to benefit from its use. The employee benefits through incentives that reward good working habits, while the employer benefits by ensuring that each employee is compensated according to the effort put forth — no employee can piggyback on someone else's work.
Scientific management does have drawbacks, however. Employees may perceive it as a method for determining exactly how much work each person should accomplish within a given amount of time. It also allows for very little flexibility or creativity in the workplace, which can undermine individual employees who might wish to change the manner in which certain tasks are completed.
The Hawthorne Effect and Employee Productivity
The Hawthorne effect on employees is best described as the phenomenon whereby an employee who perceives that the employer cares about them — whether or not that perception is accurate — becomes significantly more productive. In the field of organizational behavior, such an effect cannot be easily overlooked. If an organization can produce more efficient and productive employees simply by maintaining a sense of compassion and care, it stands to reason that implementing procedures which foster those feelings would be beneficial. Organizations that recognize and act on this insight gain a meaningful advantage in workforce engagement.
Bureaucracy: Structure, Function, and Limitations
A good example of a bureaucracy is any local, state, or federal government. A bureaucracy is generally described as any administration or organization that has an established hierarchy along with defined rules, guidelines, regulations, and procedures. To experience a local bureaucracy firsthand, one need only visit the nearest Bureau of Motor Vehicles (BMV). It is there that one encounters the impersonal relationships and rigid adherence to obscure rules and regulations most commonly associated with bureaucratic structures.
This type of organization functions well as long as everyone adheres to every stipulation. Once an act that is in any way outside the norm occurs, the entire system can bog down for hours, days, or even months. Employees can find themselves in a temporarily paralyzed state of mind when asked to accomplish a task outside of standard procedure. As one recent study found, "bureaucratic agencies may have the capacity to impinge on citizens' freedom in ways that are illegitimate, or arbitrary" (Koll, 2009, p. 135) — a description that fits the BMV precisely.
