The most important need identified was to improve students' ability to successfully apply counseling ethical codes to a variety of situations. To achieve this goal, simulations were selected that required learners to apply conceptual constructs to real-life situations in order to resolve problems and make decisions.
The design had several distinctive characteristics. Students role-played as a counselor, and multiple scenarios were presented in a menu so that participants could choose their preferred scenario, allowing them a degree of control over their experience. The scenarios were arranged from the simplest to the most complex, depending on the ethical issue involved in each dilemma. Each scenario referenced several ethical codes for the counseling profession, drawing on guidelines from the American Association for Marriage and Family Therapy (1991), the American Counseling Association (1995), and the American Psychological Association (1992). New information was presented gradually to participants, as in real-life counseling sessions where all relevant information is not available to the counselor from the outset.
The simulation was designed in a dialogue format so as to preserve the spontaneity and ambiguity of a real-life conversation. It also featured multiple branching and interdependent decision pathways. Each scenario began with pertinent background information, after which subsequent screens presented at least three decision choices. Based on the selection made, a new screen displayed the client's response. The process concluded when students reached the end of a decision pathway.
The simulation took into account that many counseling situations do not have clear right or wrong answers and may be genuinely ambiguous. The realistic choices offered were intended to encourage students to engage in critical thinking. Situations were also designed so that more than one ethical code would apply to each dilemma. When students chose a decision pathway, the responses reflected true-to-life consequences. After making a decision, students had to confront the typical outcomes of their choices. Ethical decisions required students to identify the relevant sections of various ethical codes and to prioritize the applicable standards.
