Scottsdale Police Department Strategic Plan Evaluation
This paper evaluates the City of Scottsdale, Arizona's police department strategic plan by examining its core components. The analysis walks through each element of the plan's SWOT analysis — identifying strengths such as accredited personnel and engaged community support, weaknesses including limited demographic diversity and outdated technology, opportunities in recruitment and social media outreach, and threats posed by evolving crime trends and technological demands. The paper also considers how the plan addresses technology and social media, assesses whether strategic justifications are adequately articulated, and examines the measures in place to ensure implementation follow-through. Finally, it identifies potential limitations that may reduce the plan's relevance over time.

✍️ How to write this paper — guide, tools & examples ▾
What makes this paper effective
- It follows a clear, methodical structure that mirrors the strategic plan's own framework, making it easy to evaluate each component in sequence.
- It grounds abstract strategic claims in concrete details — accreditation dates, demographic percentages, and specific initiative numbers — giving the evaluation credibility.
- The conclusion ties together the paper's findings without introducing new material, reinforcing the analytical thread established in the body.
Key academic technique demonstrated
This paper demonstrates applied SWOT analysis in a public administration context. Rather than performing a SWOT analysis from scratch, the author critically evaluates how well an existing plan's SWOT components are developed and supported, distinguishing between well-articulated strengths and weaknesses versus those that rely on superficial presentation. This meta-analytical approach is a useful model for students reviewing organizational planning documents.
Structure breakdown
The paper opens with a brief orientation to Scottsdale and the plan being evaluated. It then moves through the SWOT components, technology and social media considerations, future predictions embedded in the plan, an assessment of strategic justifications and implementation measures, and a discussion of limitations — before closing with a summary conclusion. Each section addresses one discrete evaluative question, making the structure modular and easy to follow.
Introduction
Today, the quarter-million residents of Scottsdale, Arizona, enjoy a high quality of life due in large part to the dedicated efforts of its law enforcement authorities. The purpose of this paper is to evaluate the strategic plan developed by the City of Scottsdale Police Department (hereinafter "the Plan"). To this end, a discussion of the individual components of the Plan's SWOT analysis is followed by a description of the technology and social media being addressed in the Plan, as well as potential futures that may impact its implementation and administration. In addition, a determination of whether the justifications and assumptions for strategies are adequately articulated is followed by an explanation of how measures support and ensure follow-through on the Plan's strategies. Finally, a description of the Plan's potential limitations and challenges is provided before a summary of the research and key findings in the conclusion.
SWOT Analysis Components
Some of the key individual components of the SWOT analysis presented in Scottsdale's Strategic Plan include the following:
Personnel: This strength is supported by the fact that Scottsdale's police force has been accredited by the Commission on Accreditation for Law Enforcement Agencies since 1994, its continuous top national ratings for livability, and the city's sustained low crime rate.
Leadership: The city's top law enforcement leadership team, including its chief, are actively involved in the strategic planning process, and individual leaders are assigned specific objectives over the course of the three-year plan.
Community Support: The Plan's stated commitment to serving the City of Scottsdale is reciprocated by an engaged community that actively supports its efforts.
Diversity: This is a genuine weakness, as Scottsdale lacks significant demographic diversity. The city is overwhelmingly white in demographic composition, representing nearly 87% of its population. Asians comprise approximately 5.17%, Black residents make up just 2.07%, Native Americans account for another 0.82%, and other racial groups represent only minuscule percentages of the city's population (Scottsdale Population, 2022).
New Technologies: The Plan emphasizes that emerging best national practices are requiring the use of new technologies and digital evidence that the police department currently lacks.
Recruitment: Improving the recruitment function of the police department is one of the Plan's strategic initiatives (Initiative #3.2).
Social Media: Expanding the police department's social media presence is another of the Plan's strategic initiatives (Initiative #1.2).
Technology: The Plan notes that the police department will need to transition its forensic analyses into a laboratory setting in order to keep pace with increasing criminal sophistication.
Crime Trends: The Plan emphasizes that responding to current trends in the types of crimes being experienced in Scottsdale — including an ongoing opioid epidemic and evidence of human trafficking — will represent a significant challenge throughout the three-year strategic plan and beyond.
Technology and Social Media in the Plan
Technology and social media are recurring themes throughout the Plan. It references the need to update the police department's surveillance technology and the need to acquire technologies that will facilitate interactions between citizens and first responders — requirements that are also emerging for other law enforcement agencies nationwide (Gandhi, 2020). Likewise, as noted in the SWOT analysis, the Plan calls for expanding the police department's social media footprint as a means of improving community engagement and public communication.
Conclusion
The research showed that the City of Scottsdale is a great place to live and work, and the city's numerous amenities, temperate climate, and low crime rate continue to attract new residents each year. The research also showed that much of the credit for the city's enviable status can be attributed to its police department, which is deeply committed to protecting and serving its residents. In sum, the strategic plan developed by the City of Scottsdale and its law enforcement authorities provides a valuable framework within which the problems facing the city can be addressed and the opportunities available can be effectively pursued.
