TQM in Education: Benefits, Limits, and Controversies

Abstract

This paper critically examines the application of Total Quality Management (TQM) in educational settings, tracing its origins in Japanese manufacturing and its adoption in American schools and universities. Drawing on Diane Ravitch's analysis of school reform data, a BusinessWeek investigation into TQM's effect on innovation at 3M, Houston's theoretical critique of TQM in higher education, and research on equity initiatives, the paper argues that TQM is poorly suited to environments that depend on creativity, individuality, and genuine student-centered transformation. While TQM may improve uniformity in certain contexts, its business-derived logic reduces students to products and stifles the diversity that educational institutions are meant to cultivate.

Total Quality Management (TQM) is a prominent topic in education today. Japanese firms introduced TQM in 1951 (Hess & Gift, 2008). As Hess and Gift put it in the American School Board Journal, "TQM emphasizes carrying out all jobs and practices correctly the first time" (2008). However, this assumes that the jobs and practices were sound to begin with.

Today's No Child Left Behind approach aims to fundamentally transform schools, not merely perfect current practices (No Child Left Behind Act of 2001, 2002). Technically, the International Standards Organization (ISO) defines TQM as "a management approach, centred [sic] on quality, based on the participation of all its members and aiming at long-run success through customer satisfaction, and benefits to all members of the organisation [sic] and society" (ISO, as cited in Weinstein, 2009). In theory, this sounds like a win-win situation for all concerned.

Unfortunately, TQM is not exactly student-centered, because students become products designed to meet society's expectations, according to Obermiller, Fleener, and Raven (as cited in Weinstein, 2009). Congress established the influential Malcolm Baldrige National Quality Award in Education in 1987 to raise awareness of quality management (Baldrige Performance Excellence Program, 2011). Notably, the award criteria do not even mention students' needs until Criteria 2: Strategic Planning, and then address students as customers in Criteria 3: Customer Focus, where it discusses acquiring them (Baldrige Performance Excellence Program, 2011). Nonetheless, the program insists that it maintains a focus on students (Baldrige Performance Excellence Program, 2011).

Experimental Evidence in Education and Business

The experimental evidence for TQM in education is mixed, at best. In her book The Death and Life of the Great American School System, Diane Ravitch dissects many of the so-called triumphs of new management methods and identifies their faulty data and flawed methodologies (2010). For example, she devotes an entire chapter to District 2 of New York City and describes how "corporate reformers…became convinced that District 2 was the model for success…and that other districts would experience similar improvement if every teacher were compelled to adopt District 2's methods unquestioningly" (Ravitch, 2010). She points out that two-thirds of the district's principals, nearly half of the teachers, and almost all classroom aides were either dismissed or replaced, while new staff developers held jobs over teachers' heads as they reported on adherence to constructivist instructional mandates (Ravitch, 2010). Ultimately, Ravitch shows that the gains in test scores can be attributed entirely to "demographic and economic transformation" rather than to changes in teaching methods (Ravitch, 2010).

Even businesses have recognized that TQM can be stifling. In 2007, BusinessWeek magazine's cover story focused on the loss of creativity at 3M resulting from the implementation of TQM techniques (Hindo, 2007). Hindo describes how a TQM disciple named McNerney first laid off 11% of the workforce, made the remaining workers more vulnerable to further layoffs, and reduced the budget — and then implemented Six Sigma, a TQM technique. The then-current CEO observed: "You can't put a Six Sigma process into that area and say, well, I'm getting behind on invention, so I'm going to schedule myself for three good ideas on Wednesday and two on Friday. That's not how creativity works" (Hindo, 2007). Since 3M's business model is founded on generating revenue from inventions, this was a serious problem.

As Charles O'Reilly, a Stanford Graduate School of Business management professor, asked: "If you take over a company that's been living on innovation, clearly you can squeeze costs out. The question is, what's the long-term damage to the company?" That question is answered by the fact that over the previous three years, 3M had slid from number one to number seven on the BusinessWeek/Boston Consulting Group list of Most Innovative Companies (Hindo, 2007).

Conclusion and Significance

Several resources were examined to assess TQM in education, at both the public school and higher education levels. Diane Ravitch's book is especially significant because she served as Assistant Secretary of Education under the Bush administration, which championed the No Child Left Behind law. She is an influential academic who worked politically to pass legislation based on educational research, and she devotes an entire book to repudiating her earlier stance, examining the data underlying her previous assumptions about TQM point by point.

Don Houston's article, which reviews the history and applicability of TQM, aptly summarizes the slippery slope from viewing students as unique individuals in a customized process of transformation to treating them as widgets or customers and professors as managers or entertainers. BusinessWeek magazine illustrates the flaws inherent in TQM when it is applied to organizations that depend on individuality, creativity, and innovation rather than the standardized production of tangible goods. Even the Equity Scorecard research, which explicitly tries to avoid TQM philosophy in order to promote educational equity, falls into the trap of centering reform on administration rather than students, and ultimately fails to follow through on educational equity for learners themselves.

In summary, TQM is a well-suited framework for mass-producing widgets or any kind of standardized tangible good. However, when the goal is to generate ideas or to transform people, TQM is not only wildly inappropriate but also counterproductive. People and ideas require management approaches that take their distinctiveness into account.
