The movie's plot is based on the real-life story of Democratic Congressman Charlie Wilson as he goes through a chain of events which renders him a true savior. Both in the movie and in real-life, Charlie Wilson is acknowledged as having played a major role in defeating the Soviet forces and liberating the oppressed people from Afghanistan.
As a normal Congressman, Wilson spends most of his time in luxury, attending parties and relaxing alongside of numerous beautiful girls. However, as he forms a habit out of meeting Joanne Herring, a former companion that had turned into an important public person, his life is changed dramatically. Joanne relates to the situation in Afghanistan and manages to get Wilson's promise that he would get involved.
Slowly but surely, Wilson catches the attention of the Congress and succeeds in multiplying by ten the amount of money which had initially been assigned for the fight against communism in Afghanistan. With the support coming from the U.S., the mujahideens are successful in their campaign against the Russian forces.
