Outline of the Strategic Planning Process
I. External stakeholders for LAPD are:
A. The media
i. The media plays a critical role in public policy-making.
ii. In the criminal justice system, the media is essential in news coverage that sets the agenda for the strategic planning process in law enforcement agencies.
B. Businesses
i. Companies can help in fixing the criminal justice system.
ii. Businesses use their influence and leverage to influence policy decisions.
C. School
i. In LAPD, schools are used to enhance public awareness of natural disasters and foreign and domestic terrorism.
D. Society in General
i. Society can quickly be mobilized to help authorities address the issue of law and order among the citizens.
ii. The community members help identify areas needing further interventions in the strategic planning process.
E. Groups serving crime victims
i. Those serving crime victims help inform public safety areas that should be addressed when designing a strategic plan in a law enforcement agency.
II. Internal stakeholders for LAPD are:
A. Police officers
i. The primary mission of police officers is to prevent crime. For this to be effective, they must be involved in the strategic planning process to inform of areas they consider to need change.
B. Judges
i. In the strategic planning process, the rulings made by judges are integral in informing the planners of areas that need focus on the law enforcement agencies in the following years.
C. Probation officers
i. The role of probation officers is to offer to counsel for Lawyers
i. Lawyers help mediate human rights among arrested persons and the criminal justice system, playing an integral role in strategic planning.
III. Public Safety Issues/Challenges
A. Crime and Victimization
i. The specific crimes related to crime and victimization are gun violence and hate crimes against Asian Pacific Islanders.

Protecting the human life and possessions of those who live there is the goal of the Los Angeles Police Department. Law enforcement plays a significant role in ensuring that communities are safe. In this regard, the law enforcement agency has a shared vision of public safety to rebuild trust with the public (Strategic Plan 2021- 2023, 2021). The identified issues pose immense challenges to public safety, and Los Angeles Police Department, from its mission and vision, aims at eradicating any problem or threat to public safety.
