Here, the challenge of the community in terms of education is presented with figures like the 70% immigrants issue, the high population in school as compared to the teachers is also presented here. The funder must be made to fully understand that the problem exists and that this project understands the problem and is able to help in solving the education need. Here, the project will be given the following categories; objectives, methods, staffing/administration, evaluation, and sustainability.

This is where the finer details of the proposal are given with the technical details being given and further statistics. The general goal of the project within the community will be described here having in mind the concern areas of education as mentioned above. The objectives of the project will be brought out as the solution to the issues raised above and will indicate how the needs raised above will be met or dealt with, like how the career ladder will be implemented, how the certification process will work and by whom and all the other areas of focus.

This is the section that will deal with the methodology of implementation of the proposed solutions. Here the specific activities that will be involved to ensure professional development activities intended to improve instruction for students with limited English proficiency (LEP) and assists educational personnel working with these students to meet high professional standards will be outlined. It involves the how -- a detailed description of the things that will take place once the project has taken off, and these should be in line with the objectives mentioned earlier on.
