It is not the same as expressing hateful or hurtful words, because in the latter it is usually just that the goal of the person in such a case is to vent frustrations. Terrorism, however, has a goal of destruction and is not the same thing. Free speech protects hateful and hurtful words—but it does not protect terrorist activities.
